What’s the role? The Hard Services Manager is the key resource for all building management strategies. This manager is part of the Facilities Management team managing multiple sites to deliver safe, efficient, cost-effective operations and fit for business processes and practices using competent staff and suppliers. He/She in the RE function designed to be the single point of accountability and lead the delivery of Building Management Services, integrating the various disciplines through a highly collaborative environment. The Hard Services Manager is responsible to create role-specific value on Goal Zero, no harm no leaks; cost and capital efficiency; functional discipline and professionalism; right people and competent suppliers; continuous improvement. This role is responsible for ensuring that local Building Services delivery is executed in line with the Group and functional requirements including ORS and the RE Process Model and ways of working. Other responsibilities include: -Work with local businesses to develop a long-term building operations and maintenance plan, including planned maintenance, projects, reactive maintenance, and space planning. -Overseeing all building services activities in line with the overall FM site plan -Advise Global Facilities Management Platforms (GFMP) on maintenance standards, planning, and prioritization -Measure and provide assurance on building integrity, statutory & mandatory compliance requirements. -Manage contracts for Mechanical systems such as Aircon, Elevators, Pumps, etc., with BMS Management and GFMP -Charter the maintenance strategies with RE mandated Computer Aided Facility Management tool. -Acts as the primary focal point of an assigned work area. -Prepare and implement site plans for sustainable development improvements, waste reduction, energy management, and CO2 reduction. -Monitor and provide assurance on compliance with applicable HSE and other requirements. -Oversee the maintenance and further improvements of the asset register, as-built, layout drawings, schematics, diagrams, and work process descriptions. -Provide a 24/7 emergency response (as appropriate). -Build effective relationships with the relevant stakeholders in the business to determine their needs and deliver Building Services that add the most value to enable them to achieve their objectives. -Lead and develop the Building Services team and contractors to enable them to have the capacity, competence & confidence to sustain the required performance for Building Management and Utility Operations. -Measure and provide assurance on building performance, integrity and regulatory compliance Principal Accountabilities -Delivery of the RE functional Plan -Stable FM services with the right people in the right roles and clarity of roles and responsibilities -Structurally reducing the base cost to drive for a cost-competitive organization -Aligning with RE on priorities and changing business partner needs -Leverage 3rd parties as one of the enablers to support delivery -Accountable for meeting Shell HSE expectations in terms of integrity, performance, and behaviors. -Delivering performance covering HSE, service standard, building integrity, lab and office space utilization & cost containment, equipment and utility uptime. -Work with Site Manager to manage expectations on building operations (business continuity, Connect standards etc.), workplace management. -Compile the long-range building Operation and Maintenance plan including internal projects, planned / reactive maintenance, space planning with building condition surveys as required -Build core extended ‘Building Services’ Team; embed them during execution / commissioning phase; Define and agree to the Warranty / AMC program for equipment with OEMs / reputed vendors. Audit utility provider performance. -Define KPI’s with service providers for 100% reliability. Measure performance against set targets (including scorecard) and support improvement activities providing assurance on building integrity, HSE and compliance requirements. -Roll out site plans for sustainable development improvements, waste reduction, energy management, CO2 footprint along with Site Emergency Plan. -Administer delivery of Building Services to agreed service levels with Systems ( e.g. Planon) and budgets. Provide building operations and Building Services expertise. -Oversee the upkeep of key documents including asset registers, as-built drawings, SOPs, MIS, Log / Service / Audit reports, etc. -In case of projects conduct assurance reviews with Other RE functions during site taking over -Arrange the right Training and skill development for teams -Ensure the contractor completes the satisfactory management of all key documents – asset registers, layout drawings, schematics, diagrams, work process descriptions, etc. What we need from you: -With at least 10 years of facility operations experience, HVAC, plumbing and electrical systems and 5 years of work experience in corporate environments in business or real estate related roles. -Strong HSSE leadership and can demonstrate a track record of Goal Zero – no harm no leaks. -Qualification in an appropriate technical discipline (e.g. mechanical/electrical engineer). -Comfortable working with and leading through uncertainty, complexity, ambiguity and incomplete information. -Strong collaboration skill -Can demonstrate simplicity and speed of delivery. -Experience of a range of building management strategies, techniques, and tools. -Knowledge of the evolving regulatory framework. -Well experienced in construction and maintenance execution and equipped to deal adequately & pro-actively with potential HSSE hazards & risks. -Delivering business performance by demonstrating operational leadership with local service provider teams.People Skills -Model the right HSSE behaviors and drive a generative HSSE culture. -External outlook – the ability to spot relevant external trends and translate these into opportunities and responses. -Pragmatic and solution-oriented with a strong delivery focus -Business acumen to understand the economics of a solution or service, including cost drivers and the trade-offs associated with quality, schedule, and cost. -Create plans for the business/functions which are credible, competitive and affordable (i.e. KPI’s as part of RE Dashboard).
