THE OPPORTUNITY Plan International will implement a project to address the COVID-19 pandemic in Central Mindanao, Philippines. The project aims to contribute to the prevention and mitigation of the further spread of COVID-19 and to alleviate the human suffering of the most affected, including girls and women, and the most vulnerable sectors. The Monitoring and Evaluation Officer will facilitate all monitoring and evaluation activities of the COVId-19 Pandemic Response. She/he will facilitate the Programme, Accountability, and Learning Systems (PALS) processes and standards of the project in the context of Child-Centered Community Development (CCCD) approach and gender responsiveness. Further, as the Monitoring and Evaluation Officer: You will develop the M&E strategy and framework for the project and oversee its implementation. You will facilitate the area assessments in the project target areas. You will coordinate with the community development facilitators in gathering monthly reports, case stories, photo documentation. You will prepare progress reports and provides analysis for informed decisions. You will facilitate a participatory program review with staff and partners. You will ensure that child safeguarding, gender, and inclusion standards are adhered to. DO YOU HAVE WHAT IT TAKES? To be successful in the role you will need among other things: Bachelor’s degree in Social Science, Statistics, Community Development, and other related courses Minimum of five years’ development work experience and at least three years' work experience or exposure to participatory research, monitoring and evaluation, and project management. Previous experience in disaster or emergency response is an advantage. Applicants must have the right to work in the Philippines without restrictions. Local applicants are preferred.
