THE OPPORTUNITY Plan International Philippines is currently implementing a USAID-funded Marawi Response Project. The project's goal is to support the return to the homes of internally displaced people (IDP) due to the Marawi Crisis. In line with this, Plan International is seeking committed and passionate individuals to fill the role indicated below. The Monitoring, Evaluation, Research, and Learning Specialist is responsible for all the monitoring, evaluation, accountability, and learning activities of the project. She/he will support the aligning systems and mechanisms for monitoring the project’s indicators, deliverables, and gathering community feedback in consultation with the Monitoring, Evaluation, Research, and Learning Manager. Further, as the Monitoring, Evaluation, Research, and Learning Specialist: You will lead or facilitate the collection of ongoing data collection and progress updates for the project. You will ensure that the monitoring, evaluation, accountability, and learning results are used for continuous program improvement. You will lead in the gathering, sharing, consolidation, and dissemination of lessons from community members and sub-grantees based on their experiences of the projects and appraisal of their successes. You will develop, generate, and analyze monthly project reports. Plan International is a development and humanitarian organization. In exceptional cases, you will be asked to support emergency response activities in the communities in your assigned covered areas. DO YOU HAVE WHAT IT TAKES? To be successful in the role you will need among other things: Bachelor’s degree preferably in international development, statistics, social sciences, demography, or related field; master’s degree a plus. At least three years’ actual experience designing, directly monitoring, or managing donor-funded disaster preparedness, response, or other innovation projects. Strong experience in developing and implementing monitoring, evaluation, accountability, and learning frameworks and mechanisms with community participation and enabling community engagement across the program cycle. Has relevant training on facilitating age, gender, and ability sensitive consultations, participatory accountability, and feedback mechanisms, and knowledge management. Has the capacity to work effectively in different cultures. Applicants must be eligible to work in the Philippines. Local applicants are preferred.
