Leadership role that is responsible for implementing the QBE Group Compliance Framework and develop, implement and establish an appropriate and effective compliance strategy, program and infrastructure ensuring adequate controls, procedures and processes are in place to enable the QBE Group Shared Services Centre (GSSC) comply with applicable laws regulations, codes and standards. Primary Responsibilities Develop and implement an effective compliance strategy, program and infrastructure, including compliance monitoring program and plan to enable the business to comply with applicable laws, regulations, codes and standards relating to QBE’s financial services and products Develop and maintain strategy for relevant regulators and government agencies (e.g., Securities and Exchange Commission, Philippine Economic Zone Authority, Department of Labor and Employment, Social Security Commission, PhilHealth, PAG-IBIG, and National Privacy Commission) Collaborate and work closely with Group Compliance Team to effectively manage compliance risks in GSSC Works closely with the Head of Legal and Regulatory to manage legal/regulatory risks and changes Monitor, advise and report on regulatory changes impacting the business and any requirements or actions to be implemented Monitor, review, and report on compliance, including coordinating and consolidating timely, complete, and accurate compliance dashboard reporting of compliance issues to the Head of Legal and Regulatory and senior management, including the Group Compliance Team Develop, review, implement and maintain appropriate compliance policies and procedures Monitor, report and investigate compliance incidents or breaches, including reporting to the Head of Legal and Regulatory and senior management and advise on remedial action Ensures adherence to applicable compliance obligations in the GSSC Provides advice on the development and effectiveness of compliance controls Breach reporting to regulators and responding to regulator’s enquiries Effective compliance training program implemented Effective processes for responsible managers and authorized representatives Assist to obtain and maintain all relevant business licenses in the appropriate geographies Promote good governance and an appropriate compliance behavior and culture Assist respective GSSC business units to understand and implement compliance obligations, controls, and processes Provide advice and guidance across the GSSC on compliance risk and management and remediation of incidents and breaches Provide reports on regulatory changes, compliance matters and issues at regular intervals to relevant stakeholders senior management Build and maintain strong and effective relationships with key internal and external stakeholders Ensure compliance controls are in accordance with the Risk Management strategy and Group Compliance Framework Report breaches and ensure remedial action is taken including notification to regulators as appropriate Actively participate in relevant working groups within the organization Develop and implement an effective education, training and awareness program for compliance Select and maintain appropriate compliance risk identification and measurement methodologies Identify all appropriate external regulatory and compliance frameworks relevant to financial services and implement as relevant to facilitate compliance by the business Provide timely advice and solutions to business on interpretation/impact/compliance with regulatory requirements to ensure licenses are met and service delivery expectations of the business are met Keep abreast of new trends and developments in compliance and provide regular reporting/analysis of regulatory change and requirements impacting the business Development of communications and training on key compliance risks Mentor and develop junior employees Required Education Bachelor’s Degree or equivalent combination of education and work experience Required Experience 5 years relevant experience Preferred Competencies/Skills Ability to identify, assess, and address emerging risks/trends Experience in the guidance and training of compliance matters Ability to interpret relevant regulatory legislation Leadership skills Ability to multi-task and execute tasks with a sense or urgency and with the ultimate goal of delivering tasks on time Independent and works with minimum supervision Proactive execution of priorities and goals Strong verbal and written communication and presentation skills Strong interpersonal skills with ability to effectively interact with cross functional teams, management, and front line employees Good analytical process management and implementation skills Preferred Knowledge Knowledge of political and economic structures of key global economies Good working knowledge of relevant laws and regulations QBE Cultural DNA Everything we do at QBE is underpinned by our DNA (which interlinks seven cultural elements) – because we know it’s not just what we do that matters, it’s how we do it that makes the difference.
